Overview
At the request of the TelecomPioneers Board of Directors, a review was conducted of the Association's Model for Chapter Constitution and Bylaws. The key goals of this review were to:
1) Ensure consistency
2) Ensure accuracy
3) Improve clarity for users
4) Condense size/length of the document
An initial, legal review was conducted by Association legal counsel Paula Goedert.
1) There should only be one Bylaws document and that should be at the Association/corporate level. Therefore, it was suggested that the title of the chapter document be: Rules of Operation for Chapters of TelecomPioneers.
2) Other text changes for clarification purposes are captured in the Summary of Revisions.
A secondary review was then conducted by Michelle Turner (AT&T Pioneer Manager), John Lyon (SBC Pioneer Manager) and Bill Maroney (TelecomPioneers Communications Manager).
1) General review/clean-up of text/language that was redundant
2) Deleting membership description from chapter document, with a reference to the corporate Bylaws.
3) Improve user friendliness
1) The only true reduction in the size/length of the document resulted from deleting the membership descriptions and referencing this information as contained in the Association Bylaws.
2) Other changes addressed updating of language and clarity.
3) Communication issues in regard to elections and amendments have been clarified.
4) Document is an effective tool and serves an adequate "check and balance" function when user has the best interests of the organization in mind.
